Overview
Superhero roleplay has one problem no other genre has as badly, which is power scaling, and this layout is built around solving it. #power-registry is read-only and lists every approved ability in the setting with its agreed ceiling, so a new character is measured against a published standard rather than against whoever argues hardest. #character-approval is where a Moderator checks a sheet against that registry before the character enters play. The City is the scene floor: #downtown, #the-docks, #the-heights and #the-underground are the four locations busy enough to sustain scenes, plus #patrol for the short encounters that make a city feel inhabited and #the-scene-board where players post what they are looking for. Sides is what makes the genre work: Hero Base and Villain Lair are hidden from each other, so both sides can plan without reading each other's plans, and #neutral-ground is the channel where the two meet. #city-news is written in character by Moderators and is how the setting tells players what changed while they were offline. Arcs holds #current-arc, a read-only summary of the running storyline, #arc-signups and #arc-archive. Out of character sits underneath: #ooc-chat, #plot-planning and #power-questions. Hero, Villain, Civilian and Vigilante are self-assigned after approval; a Registered role gates the city itself.
When to use it
Superhero servers collapse over power creep and over villains reading hero plans in a shared channel. This layout publishes a power registry so approvals are measured against a written standard instead of an argument, hides each side's planning base from the other, and gives the city four locations rather than twenty so scenes concentrate. A news channel written in character keeps players who were offline in the story.

Questions
How does the power registry stop power creep?
It moves the argument from private to public and from character to setting. Without it, every approval is a negotiation between one player and one moderator, and each approval becomes the precedent for the next. With a published registry, a moderator can point at the ceiling for that ability class, and a player who wants it raised has to argue for changing the setting rather than for their own character.
Should villains really be hidden from heroes?
The planning channels, yes; the players, no. Everyone is in #ooc-chat together and most groups are friendly across the divide. What the hidden bases protect is the in-character surprise: a plan every hero has already read is not a plot, it is an announcement. Moderators see both, which is how the two sides stay balanced.
What is #patrol for if the city already has four locations?
Short encounters that do not deserve a full scene: stopping a mugging, a rooftop conversation, a chase across two blocks. They are what makes a city feel populated between arcs, and they need a low-commitment channel where a player can post three lines without opening a scene somebody else has to sustain.
Common mistakes
- Approving powers case by case with no written ceiling, which guarantees escalation within a month.
- Letting heroes and villains share a planning channel, so no plan can ever surprise anyone.
- Opening twenty city locations, which spreads a dozen players across empty rooms.
Consider instead
- Modern City Roleplay The setting is a realistic city with jobs and factions rather than powers and secret identities.
